Position Description: 

Manage the day-to-day operations of state contracts awarded to MLA for the purpose of providing counsel to (1) Children in Need of Assistance (CINA) in 22 jurisdictions in Maryland and (2) particularly vulnerable individuals at six of Maryland’s mental and behavioral health facilities and (3) through the Adult Protective Services Guardianship contract in three jurisdictions. Track and report legal staff timekeeping as well as track staffing and training of the legal staff assigned to these contracts and ensure proper billing processes to ensure timely payment for services. Build and run data reports to assist with monitoring, and keep leadership updated on successful implementation and areas for improvement. Collaborate and coordinate with the Finance Department to monitor payments to the organization.

Duties and Responsibilities:

Cultivate and maintain strong relationships – both in-person and remotely – through excellent communication skills with a variety of MLA internal and external stakeholders, including administrative staff, paralegals, attorneys, MLA leadership and State contract monitoring staff.

Ensure effective, concise, accurate, and timely communication with colleagues to support their role and responsibilities to implement and comply with contract deliverables and provide information to the Contract Manager.

Identify and address legal and administrative staff training needs related to accurate contract implementation and compliance.

Technical Skills:

Experience with the role of a compliance department in the life cycle of a contract – from proposal preparation, submission, through ongoing implementation, potential amendments and annual audits by the funder, etc.

Superior skills with advanced Excel use to extract data from MLA’s case management database.

Experience with online portals used for billing purposes.

Experience in training and knowledge transfers to MLA staff implementing the contracts while onboarding, offboarding and as needed during the contract term.

Participation in monthly and/or as-needed meetings with legal staff to support timely contract compliance and deliverables.

Ability to troubleshoot and problem solve with internal and external stakeholders to resolve billing and payment questions; how to obtain particular documentation required for billing and other compliance matters.

Participate in and further MLA’s strategic plan, including developing an individual development and workplan that align with MLA’s strategic plan.

Consistently meet administrative and regulatory requirements.

Innovate and embrace technological solutions as necessary and practicable in order to streamline all aspects of this position.

Requirements: 

Qualifications: 
Excellent verbal, written, and interpersonal communications skills, command of technology, especially Microsoft Office and case management systems; online portals. Advanced Excel and database use skills are required.
