Texas RioGrande Legal Aid (TRLA) seeks a full-time Risk and Safety Manager. The Risk and Safety Manager provides oversight in the development and management of a comprehensive Risk and Safety Management Program for TRLA and is responsible for the development, implementation, and maintenance of an environmental health and safety management system to ensure a safe, healthy workplace for employees, clients, and visitors. This position administers plans, monitors, and coordinates risk management activities, workers compensation, loss control, and claims administration functions. The manager will oversee emergency response programs and coordinate vendor insurance requirements and compliance. The Risk and Safety Manager is supervised directly by the Director of Human Resources.
ESSENTIAL DUTIES:
Prepares and files new and renewal applications of insurance policy for the following: professional liability, general liability, property, non-owned auto, flood, worker’s compensation, fidelity bond, fiduciary responsibility, unemployment, special risk accident, etc.
Handles the update of insurance policies during the policy period, including additions or deletions.
Maintains a direct line of communication with insurers and agents to ensure that up to the minute insurance information is available.
Handles the claim submissions, and filing process for property and liability incidents
Conducts all TRLA offices assessments, reviews, and self-inspections for Risk Management. Analyzes and interprets results, recommends appropriate corrective actions, communicates results, and follows up on issues or concerns until completion.
Develops, implements, and maintains TRLA policies and procedures ensuring adherence to local, state, and federal environmental, health, and safety regulations. Keeps abreast of changes to laws and regulations that impact the organization. Serves as a contact with federal, state, and local regulatory bodies.
Responsible for conducting and evaluating periodic safety, fire, and/or hazardous conditions or substance inspection of all TRLA facilities, equipment, and employee work practices; recommends changes, creates safety policies for the organization, and coordinates implementation with administration and staff.
Interprets building insurance coverages and communicates policy and procedure changes to the Facilities Manager and the appropriate Branch Manager and Office Manager.
Serves as a resource for all risk management related issues for risk and insurance issues in all TRLA activities.
Designs, directs, and coordinates risk programs for TRLA to control exposures and minimize loss.
Works with the Contracts and Procurement Specialist on bid specifications and participates in the selection process.
Reviews and updates policies, programs, and procedures ensuring inclusion of any new legal requirements.
Reviews and investigates accident/incident reports, compiling findings and recommendations for corrective actions into summary report. Maintains excellent documentation on all incidents and reports.
Develops plans or projects, implements, and coordinates Safety, Health, and Environmental training with Branch Managers and Office Managers.
Works closely with the Facilities Manager with the design and development of facilities, work areas and work procedures, and ensures the implementation of environmental, health, and safety requirements accordingly.
Completes duties and responsibilities in compliance with TRLA standards, policies, and guidelines.
Supports the values and goals as defined in TRLA’s Strategic Plan.
Handles claims management, claims administration and settlements, worker's compensation and statutory claims, client claims and complaints, contractors' disputes, and ADA complaints and injuries; oversees internal and external legal defense coordination, mediation, and communication with all affected offices; acknowledges and investigates claims.
Maintains communication with employees out due to worker’s compensation injuries and coordinates return to work plan with employee.
Communicates with Branch Managers and Office Managers on safety standards or environmental compliance methods, goals, actions and timelines; monitors performance and maintains appropriate records.
Oversees risk administration by recording and managing information, risk management reports, letters, files, audits, and requests for insurance certificates; coordinates internal and external communication.
Works closely with the Facilities Manager in assessing potential risks in offices due to safety concerns including mold, structural building issues, and employee’s working conditions and makes recommendations for mitigation of issues, prepares corrective actions, and oversees implementation.
Work closely with the Facilities Manger to ensure all TRLA offices and work areas at all branch locations are safe and meet all building code requirement, including ADA accessibility and related issues.
Develops annual budgets for all TRLA insurance policies including malpractice, facilities, and other liability insurance.
Responsible for developing and maintaining a security and safety plan for all TRLA offices, including a disaster preparedness and recovery plan for all TRLA facilities in accordance with TRLA’s policy.

QUALIFICATIONS AND PREFERENCES:
Bachelor’s Degree or 4 years of related experience in the field, preferred
Ability to travel and a valid Texas driver’s license
Professional Risk Manager (PRM), preferred
Proficient with computers and Microsoft Office 365
Ability to work with excel spreadsheets
Ability to take direction while working independently and collaboratively
Successfully deliver on all deadlines and flawlessly execute in a very fast-paced environment
Knowledgeable in applicable Federal, State, and local laws, rules, and regulations
