Position Description: 

The Office of Public Defense Services (OPDS) is seeking a talented and passionate Parent Child Representation Program (PCRP) Manager to provide oversight and implementation of the PCRP in support of OPDS goals to improve the legal representation of parents and juveniles in Oregon.

 

What is OPDS?

The Office of Public Defense Services was established as part of the Oregon Judicial Branch to serve as the administrative agency responsible for carrying out the Public Defense Services Commission's (PDSC) directives and other statutorily-defined duties. The legal services provided by OPDS represent an essential component of Oregon's public safety system.

 

What is the PCRP?

The PCRP was patterned after the State of Washington's program, and launched in 2014 to improve legal representation of parents and juveniles in Oregon. Oregon's program includes representation of parents and children, and compensates attorneys based on a full-time workload of 80 open cases. The PCRP has been implemented in five (5) counties to date, with significant expansion expected in the next few years.

 

What will you do?

  • Plan and lead the PCRP by working with contract analysts and attorneys statewide to develop and implement policies, procedures, and guidelines.
  • Monitor and report on the performance of PCRP providers.
  • Develop data collection and analysis metrics related to PCRP efficacy.
  • Participate in work groups, committees, and other collaborative efforts of the Oregon State Bar, the Oregon Criminal Defense Lawyers Association, and other county, state and national organizations related to PCRP laws and procedures.
  • Make recommendations concerning legislation associated with the PCRP.
  • Organize and present training, seminars, and webinars, in addition to creating manuals, newsletters, and training materials to enhance and promote practical skills for attorneys providing representation in PCRP cases.
  • Monitor case law development and provide backup assistance to OPDS General Counsel on matters concerning public records and meetings laws, ethics laws, employment laws, and other areas affecting the responsibilities of the Public Defense Services Commission (PDSC) and the operation of the agency.

Requirements: 

The successful candidate will have a Juris Doctorate degree AND a minimum of four (4) years' management experience including:

  • Development and implementation policy and procedures.
  • Staff development and management including hiring, assignment and review of work, performance evaluation, responding to staff concerns, and disciplinary action.
  • Management and oversight of organizational development.
  • Development and management of budgets.
  • Establishment of short and long-term organizational/program goals and objectives.
