We are looking for someone to provide executive administration for the Oregon Law Foundation (OLF). Provides C-suite leadership and oversight for the Oregon State Bar (OSB) access to justice programs, including Referral and Information Services (RIS) and Legal Services Programs (LSP).

What you will do:

Direct, oversee, and evaluate programs, services, and activities of the department, ensuring they are in line with the mission and goals of the OSB and are run efficiently and effectively.

Provide leadership in developing, shaping, and implementing the strategic direction for OSB efforts to advance public understanding of and access to the justice system, including efforts related to development of a new statewide interactive legal information website (“Portal Project”).

Work with the OLF board in articulating and implementing the OLF’s mission and goals.

Provide leadership and oversight for the Legal Services Program Committee (LSPC), the Public Service Advisory Committee (PSAC), and the Pro Bono Committee (PBC) to further the OSB mission and goals.

Develop the long- and short-range plans for the Access to Justice Department in support of the OSB’s overall mission, functions, and strategic plan.

Responsible for OLF, LSP, and RIS finances to insure cost effective management and fiscal forecasting, including monitoring revenue and expenditures, recordkeeping, investment of funds, and grant management which includes working with OLF grantees to expand and enhance services.

Responsible for improving legal service provider delivery and ensuring resources are spent efficiently and effectively pursuant to standards and guidelines and strategic planning efforts.

Develop and maintain effective communication with a broad constituency to further the OLF’s revenue enhancement efforts and develop good relationships with outside organizations and entities that impact access to justice to low income Oregonians. This includes, but is not limited to, financial institutions, Oregon Bankers Association, the Campaign for Equal Justice, legal service providers, the courts and bar member sections and associations, and the BOG.

Consult with the CEO and the OLF Board on major policy issues involving the OLF, the OSB, other entities such as the Campaign for Equal Justice, and the legal service providers.

Establish and maintain relationships with bar leaders, government entities, state and local communications organizations and others to ensure exchange of information on access to justice issues of interest to the OSB.

Model behavior and practices and provide leadership that values diversity and incorporates inclusive and culturally competent practices.

Requirements: 

You may have any satisfactory equivalent combination of the following experience & training that ensures your ability to perform the work. We welcome the opportunity to review your background.

Bachelor’s degree from an accredited four-year college or university and course work or training in management, administration, or related areas. JD degree required.

5 years of experience in program administration in a non-profit corporate or legal environment to include program planning, development, administration, evaluation, & budgeting. Experience with strategic planning, implementation, & evaluation.

Knowledge of non-profit organizations including fiscal management, grant management, and revenue enhancement.

Experience in the legal field including legal service delivery and working with justice system programs such as indigent or low income legal programs strongly desired.

Demonstrated written and oral communication skills. Ability to communicate to a broad constituency with effective public speaking and public relations skills before a range of groups.

For this exempt position, the salary is $11,600 per month. The OSB offers excellent benefits including voluntary 6% participation in the PERS program.
