SALARY RANGE (Depending on Experience): $62,470 - $68,875 annually
We base salary and position offers on experience and an internal equity analysis.

CALIFORNIA OFFICE OF PATIENTS’ RIGHTS (COPR)
COPR is contracted by the Department of State Hospitals and working with Department of Healthcare Services to ensure that the treatment and legal rights of people receiving mental health treatment are maintained.

Position Summary:
The Supervising Advocate Specialist (SAS) is responsible for providing supervision of state hospital sites and/or programs. This includes managing the complaint process, site visits and overall advocacy service delivery at a DSH site: Patton State Hospital/Metro State Hospital (So Cal) or Coalinga State Hospital. It also includes oversight and implementation of specialty programs such as Enhanced Treatment Program and involuntary medication hearings. SAS will supervise/manage the Patients' Rights Advocate(s) the complaint process, and providing technical assistance and consultations regarding Patients’ Rights laws and practices to Patients’ Rights Advocates. This includes providing program reviews, planning for an annual advocacy training, maintaining training materials, and supervision of a Patients’ Rights Advocate. These positions will require travel to the respective State Hospitals at least 3 times per month.

This position is the liaison between the State Department of Health Care Services, the COPR Director, and the county advocates.

JOB RESPONSIBILITIES:
Essential functions an employee must be able to perform, with or without reasonable accommodation and include:

· Direct Supervision of the Patients' Rights Advocate and related work product,
· Work with the Unit Manager / Director, Appeals coordinator, other SAS’s, and Office Manager to ensure consistent communication and practices are employed,
· Provide technical assistance and consultations regarding Patients’ Rights laws, best practices, and advocacy service delivery to state hospital administration,
· Identify trends and patterns within the complaint process; take lead on complex cases involving multiple parties, complex factual issues, or complex legal issues. This includes investigations, negotiations, and plan of corrections.
· Create and prepare written resource materials and conducting outreach to, and education and training of, consumers, community groups, advocates, and others.
· Participate with other unit staff to address recurring problems and issues affecting state hospital residents,
· Assisting in performance reviews and supervision of other C.O.P.R. advocacy staff,
· Coordinate or lead efforts regarding; specified policies, reports, or projects. This could include coordinating or leading participation on Treatment Enhancement reviews, By Choice and Positive Behavioral Support practices, and coordinating or leading preparation on reports, articles and special projects.
· Take primary responsibility for coordinating a component of C.O.P.R.s advocacy functions, which could include, for example, chairing or co-chairing a workgroup, coordinating monitoring activities or assisting in the delivery of a focused training.
· Travel to state hospitals and county advocacy programs to provide onsite technical assistance and to conduct program/peer reviews.
· Perform other duties as assigned.

This includes, as necessary in a particular case, but is not limited to:
o Responding to requests for information and advice from Patients’ Rights Advocate’s.
o Maintaining written and electronic case files in accords with C.O.P.R/ Disability Rights California protocols.
o Interviewing hospital staff, clients and witnesses and reviewing agency notices and medical records and other documents to ascertain the facts.
o Investigating factual issues, including contested factual issues and issues relating to the nature and extent of a client’s disability.
o Researching the applicable law, including cases, statutes, regulations, or other applicable authorities.
o Applying C.O.P.R/ Disability Rights California’s standards and criteria to determine what level of assistance is appropriate for each contact.
o Evaluating various options and possible courses of conduct, and developing and implementing options and case strategies that are appropriate given the law and the facts with the COPR Unit Manager or Director,
o Advising state hospital staff regarding patients’/clients’ rights and options.
o Drafting correspondence, responses, and other communications as needed to ensure our advocacy services,
o Drafting and implementing monitoring tools to include trends and patterns, and adherence to laws and regulations,
o Providing written reports on activities conducted at your assigned site.

Requirements: 

DESIRABLE QUALIFICATIONS:
(Applicants DO NOT have to meet any of the Desirable Qualifications to be considered for an interview.)
· One year of effective representation of clients in administrative hearings (e.g. Keyhea hearings, review, placement or certification hearings), covering a variety of issues and/or presenting varying degrees of complexity. The representation must have included such skills as interviewing clients and witnesses, researching the law and applicable facts, counseling clients on applicable options, presenting evidence, examining witnesses, and preparing technical assistance letters, written arguments, or briefs.
· Bilingual (English and Spanish or ASL).
· Experience with non-profit and/or social services organizations.
· Experience with ethnic or language distinct communities and/or extensive contacts with ethnic or language distinct communities.
· Familiarity with and/or extensive contacts with one or more of the following: homelessness, criminal justice, substance abuse or LGBTI communities.
